Moscow seeks Arctic investors

Russia’s State Transport Leasing Company (STLC), has signed a cooperation agreement with the Switzerland-based global energy and commodity trader Mercuria for the construction of an 18 Mtpa Lavna coal terminal on the western shore of Kola Bay, near the Russian Barents Sea harbour of Murmansk.
