Colombia coal rules changed

New legislation, which is due to come into effect in 2010, will allow only a single port in the Santa Marta-Ciénaga region of Colombia to handle export coal. In addition, enclosed conveyor belts will be the only permitted means of loading deepsea vessels; transhipment using barges will cease.
